Here's what you'll need for this nail art:
A small bowl filled with water (preferably room temperature or lukewarm as cold water wouldn't work)
Nail polish remover
Tissues
Cotton balls
Cello tape
Nail polishes in different bright shades (use new and thin nail paints, not old clumpy ones!)
Clear polish
Toothpicks
Cotton swabs or Q-tips
A pair of safety scissors
Let's get started! The first step is filing your bowl with some water at room temperature or lukewarm temperature. You could even leave it aside for 15-20 minutes just so you get the actual room temperature. Prep your nails with a protective base coat and paint them white.
You also need to ensure that you protect your nail-cuticles, so use some pieces of Cello tape and stick it around your fingers. Cover as much skin as possible so you won't make a big mess.
Now's the tricky bit… Just kidding! This is so easy you won't believe it. Choose your nail paints in different shades and take your bowl of water. All you need to do is add small droplets of your nail paint one-at-a-time, into the bowl of water. To begin with add the lighter colour first and wait for the nail polish to disperse in the water. Make sure to add the drop right in the centre. If the nail paint doesn't spread out or disperse, you can use a toothpick to carefully twirl the water around the edges of the bowl making sure not to touch the nail paint with it. This will cause the nail paint to spread out evenly. It's important to be quick with this process. Once you've added the first drop of the first colour, quickly add one drop of the second colour right in the center on top of the first one. Let it disperse like the first one. You'll notice how the nail paints are making ringlets. This way, continue to add one drop of all the colours that you want to use in the nail art until you have multiple rings and can't add any more drops to the bowl.

The next step also needs to be done quickly. Taking a toothpick, gently place it on the outer third ring of nail paint. Now drag it slowly towards the centre ever so gently. This will make a wavy pattern on the rings. Wipe the toothpick and repeat this step one or twice until you have a pattern that you like. There are many patterns to choose from so search for a simple and pretty one on YouTube!
Now for the fun part! Dip your cello-taped finger (as if your nail is making a head-dive) on your pattern; choose the part you like the most. While your finger is still immersed in the water, use a clean and dry Q-tip to scoop up the un-used nail paint pattern floating in the bowl. Now carefully remove your finger from the bowl and voila! Isn't that pretty! Wait for a few seconds to let it dry.
Now remove the Cello tape and clean any nail-paint mess with a Q-tip dipped in nail polish remover. Don't forget to add a top coat of protective clear gloss over your nail art.
